Yes! I've seen this guy before. Great video too.
According to the site I got this video from, (Top Gear) he is the one that inspired this style.

If you look at more video's of japanese tuning (Vip, Zokusha/Boso)
You can see that all those cars and bikes were built to make as much noise as possible. That's what they are doing there.
